I recently completed a rough cut that I editied on Avid Express Pro in a 23.976p NTSC project. I used digibeta down convert dub from an HDCAM 23.98 Master. In the film setting in my project I used a standard pulldown cadence to load my dailies. I am now making EDLs for the finsihing house. The source numbers are representing NTSC TC from the digibeat and the record are representing a 23.98 timeline. How would the finishing house convert the source numbers to represent 24 tc to match the HDCAM master. Should I have just edited in NTSC 29.97 with a matchback option and not edited in 23.98?

No, you want to edit in 23.976 so that the edits are not adjusted +/1 frame for the final master. In order to get the true 24fps timecode as found on the HD masters, you need to do a START to TC24 copy/paste where the conversion happens.
