I have a project that was shot of film at 24 fps. I am trying to add some HD video footage was shot at 1080 60i. Is there a filter or effect I can use in my avid symphony to make the video footage not so crisp so that it matches the film?

You can use FluidMotion to change the frame rate of the HD footage

and then use a BCC filter like Film Grain or Film Process to try and match the look.

There's a tutorial I wrote on the BCC Film Process filter. The filter comes with presets that will give you the look you want, or at least get you in the ballpark and you can tweak from there:
