artifacts in PAL -- NTSC video conversion to DVD

I have a short program which I received on PAL dvd that I'm trying to convert to an NTSC DVD. Here's the proc I followed so far:
1. new proj, pal 25i, import, then trim and export as ntsc 29.97 qt, import that into new ntsc 29.97 project * burn to dvd.
2. new proj, pal 25p, same additional procs
3. new proj, pal 24p, capture, then export as 24p ntsc qt.
none of the above methods gave an ntsc render that didnt have some sort of artifacts. The artifacts appear whenever there is quick horizontal movement, and are zigzagging, wavy lines, not covering the whole sreaan, but more like at vertical edges. That is, if there were an edge of a wall, it would zigzag until the camera motion stabilized.
Is there a step by step somewhere that gives the how of getting from a pal dvd back to an ntsc dvd with minimum fuss?
