DV tapes has strange lines, how do I get rid of this?

I'm uploading a DV tape that was shot on HVX and for about 4-5 minutes the tape has several lines across the footage that is still while the image continues to move in back of it. It goes away after 5 minutes. There is obviously something wrong with the tape, not the camera. Does anyone know what I can do to fix this, if at all? See pic of footage here

Your link doesn't work, but you probably had a clogged head that will cause lines across the image, usually alternating with good data, DV tapes can be self cleaning and can remove a clog, sometimes a poorly tensioned tape or one that is packed off center can cause similar problems, usually anything in these areas is not recoverable.
I usually retension tapes before use by a 2-way rewinder, just wind the tape from one end to the other and reverse, this will tighten up a tape and also remove loose debris that maybe there from the factory, a rewinder also prevents extra wear on decks and cams
