The majority of the clips are 23.976 fps, however about 10% are 30 fps. Most of the 30 fps are time-remapped to slo-motion. This film is being sold to the international market and my producer is concerned that this mixing of frame rates could cause a technical rejection. I burned a copy to see how the end product will look on HD and I can see a bit of a stutter where the 30 fps footage was used. If I apply "Interpret Footage" for all the 30 fps footage on the timeline will this alleviate this "stutter" situation. I have tried frame blend and I get a blurred image which will not be acceptable

Yes, you'll want to. Interpret footage is basically saying "take these frames and play them back at this speed"; it's not adding or subtracting frames. This will create a natural slow motion without using time remapping/speed, but you'll need to readjust your in and out points as they will shift after re-interpretation.

Ok - I got that. Some of these 30 fps clips have in and out points which are very short and the space they need to fill requires more time. Is there a best way to expand these such that I don't get a stutter motion

You can use a speed adjustment and then right click the clip in the timeline and make sure frame blending is turned on.

For a more high quality process, you could take the file, bring it into After Effects, interpret it as 23.976 to get some slow motion out of it, and then use the timewarp effect to bring you the rest of the way. Timewarp is based off of The Foundry's Kronos effect and you can do things like interpolate extra motion blur and so on. Alternately, you could purchase the plugin Twixtor which does nearly the same thing but I find it to be more convincing for some footage.
