This is a strobe effect (or quick cuts) on a top layer with around half opacity.

Apply the strobe light effect to your top layer. Set blend to 50%. Play with short duration (0.10 or so).

Use the random setting if you need it.

Is this really how it's done? Using strobe or cutting little pieces out of the top layer? I've seen some pretty elaborate beat syncing with this transition and I'm talking elaborate. There's a few videos that sync to the high hats at blazing speeds to EVERY crack of the whip. How do you achieve this? You'd be manually splicing all day!!! And to get it to match super fast beats is tedious!

I'm not really sure it was right on the beat, with such a fast rate, your mind will close the gap.

But yes, cutting manually is the other way to do it.

Tedious is the name of the game for most videos worth their view count. And I'm not sure I would call that tedious, try rotoscoping for a 2D to 3D movie...
