Stripe Noise

Hi,

My subject wore a courduroy jacket and there is what I call "stripe noise" due to the lines in the jacket. There are zebra like lines or stripes on the jacket. See below video (see the original)

Any ideas how to fix this in PP?
When I stop the video to take a still of this phenomenon the stripe noise is not there. I'm shooting in 30 fps progressive.

Note: look at the shoulders and expand the video to full screen.
The problem didn't translate all that well when uploaded to this website, but its still there and you can see it, especially if you view the original.
