I made a title and then drew a rectangle and lowered the opacity to use as a background to the title but I can't figure out how to send the background to the back and the title to the front. I am doing this in PP 5.5 titler. How do I do this? Thanks.

From what I have found, there is no way to actually do that. The only workaround I have found is to copy the title (that you want on top), delete it, then paste it back.
I think that the Title tool layers things in the order they were created.

Select the title layer, right click, choose "arrange" the select what you need
