Where is this HDV footage coming from? Directly from camera? Already captured in another NLE?

Could be a graphics card driver issue!

If it imports on other systems as Video and Audio, but not your's there is clearly a difference in your hardware or the Application has become corrupt.

Clearing your preferences, or reinstalling are the two option there.

1. Clear Prefs: = Hold down Shift + Alt + Ctl while launching PPro. Do not release they keys until PPro has finished launching as it asking you to make new or open a project.

2. Reinstall. Pretty self explanatory. But you should uninstall it completely before installing it again and not perform a reinstall over the top of the current install (AKA repair install).

2.b there is a cleaner tool by Adobe to help you clean out the system properly before reinstalling. Here is the link http://www.adobe.com/support/contact/cscleanertool.html
