Export Question regarding Adobe Premiere Pro

Hello guys,
Im currently running CS4 and these past few days I've been having trouble exporting my work out of Premiere Pro via the Adobe Media Encoder.
The troubles specifically are as follows:
1) The quality of my video is poor. I am unsure as to what I should export my footage as. Generally I've found that exporting a quicktime file with the codec DV/DVCPRO - NTSC has given me the best results but even then they aren't the greatest.
2) My export will have a strange frame strobing effect.
3) The black bars at the top and bottom of my video. I can't get them to disappear no matter what aspect ratio I choose.

Test: http://vimeo.com/7438644 I exported this video using the media encoder. The file is a quicktime file with the codecDV/DVCPRO50 - NTSC. It displays that odd motion effect I refereed to above.
Test 2: http://vimeo.com/7441102 I exported this video by importing my source footage into adobe premiere elements version 4 and just using the export settings there. The file is an .AVI. This is more along the lines of the quality i'm looking for although I can't seem to achieve it with cs4.
I recorded my images with a dvx100b in 24p mode (not advance, just regular). I imported my footage into cs4 with an old dv camera. The sequence presets when I captured were as follows: DV - 24P > Wide Screen 48KHZ and I have not done anything to change them. My source files that I got through captruing this way are all .AVI files running at 29 frames a second.
So anyway, every time I export, something always goes wrong. I've looked up export settings on the web and everything I try gives me weird results. I'm not sure where my problem lies. Probably something simple, like a box I'm not checking but I'm still a novice in these matters and I can't be sure. Any help at all would be greatly appreciated.

Hey John,
I personally would always export as AVI in Standard Definition if you want the highest quality, I know everyone in the industry loves Quicktime but I've never liked it. MPEG2 if using HD.
Make sure that when you are setting your export settings that you select the "progressive" setting not the interlaced since you shot it at 24p. (I think you'll have that option).
Also of course make sure you select the AVI Widescreen option as well. With these settings you should not be getting black bars.
Some older SD cameras have a letter box setting that records the black bars right into your footage, it may look like 16:9 in the view finder but it's actually a 4:3 with the widescreen image centered in that. You would see this in your editing window though if this were the case. So if the footage you are editing has no black bars it's just a matter of selecting the correct export settings.

Yeah, that definitely helped. I've gotten rid of the black bars, however, my frame rate still seems off. I've uploaded a third video: http://vimeo.com/7497855 (Untitled)
It uses the settings you told me to use and while it's fairly decent I can't seem to get to to the quality of "Test Two". If anyone has any thoughts I would greatly appreciate it.

Hey John,
I'm wondering if I'm reading your 1st post correct. You say you shot the video with one camera and then captured from another older one, is that correct? If so I think the strobing problem is because the older camera does not use the same "drop down" technology as the more modern cameras. It's a little wierd that the frame rate reads as 29.97 even though you selected the capture DV in 24.
I think if all this is true then this is your main problem, not the export settings entirely. Does it have the strobing effect when you play it in the timeline?

I'm having intermitent trouble exporting my sequence to a Sony DV cam. I've had success but currently cannot get the "export to tape" menu option to activate. I checked the device control settings in Preferences and in the Sequence menu, as well as the device selection option that pops up in the program monitor when you click the 3 little RGB circles down in the right corner.
Since I've had success in the past I'm afraid I may have changed one or more of these to the wrong setting while trying to get it to work again. Can anyone tell me how each of these options should be set or if there's another setting I'm missing? Thanks in advance for any help to what is probably an elementary or just plain stupid question.

The camera I used to capture is an old Sony Handycam. And to answer your question, no, when playing footage in the timeline it does not strobe at all. My source AVI files all look fine and they are all of high quality with no frame rate issue. I can import them into adobe Premiere Elements just fine and then export them as a Microsoft DV AVI file just fine (they exported footage comes out looking the same as the source) however when I go into adobe premiere pro with exactly the same source file and export it, the frame rate issue is there and the quality is poor. Once again thanks for your thoughts.
