Is it possible to make cuts on the fly in a specific video track - while playing in premiere pro cs4's time-line?
I'm an Avid editor and use this method especially to edit music videos etc.

Nope.
But you can set sequence markers on the fly and the cut (ctrl+K) on the markers (ctrl left or rigth).

Or... you could make use of the multi-camera feature and produce the cuts that way.

The markers are real handy.
Luckily there is a keyboard shortcut to cutting the video.
