high profile mpeg2 from tricaster to dvd. premiere settings?

I am editing in adobe premiere cs4 and outputting to DVD via encore and having trouble with the quality. What I really need is some advice on what project settings to use to take a file from that was recoreded on the tricaster studio using the "studio mpeg" and get that out to a dvd. I am able to do this just fine when I edit from DV tape. I also "think" there is something screwy with the tricaster as premiere reads the file with a par of something 1.15 instead of 1.212 and the image is a few pixes shy of filling the heigth and has nasty rough edges. So far the resulting dvd has a strange blurring or ghosting effect and is oddly pixelated. And its entirely possible that I am not even describing it correctly.

Are you using "interpret footage" to correct the PAR of the clips before you put them on the timeline?

No not before. I did after and noticed that it solved the width issue. Acording to Newtek the "High profile" mpeg 2 is 422 and so I am unsure how to setup premiere. I had originaly used DV-widescreen ntsc. But isnt that 420... so dont I immediately loose color info? I need to do some simple edits and trow a credit roll then send to encore for a sd dvd with menues. So far results have been strobing/ghosting on movement and it looks about like a webcam instead of the 3 cannon xha1's we used to shoot with.
