Recording Audio REAL TIME? A slight delay when recording live

I am trying to record in Premiere Pro CS4 on a Windows Vista 64 using an external audio technica mic plugged into the mic jack. When I enable a track to record there is a slight delay as I play the movie and try to add sound real time. There is a delay in what I hear in my ear and its delayed when plays back too.

Any settings to fix this? Please let me know asap.

Same problem with Soundboot too.

The delay you hear is the time it take the audio card and application to process your voice. The proper way to do it is to use a mixer and connect to its output for monitoring, not the computer sound card.
