Best Setting for two hour DVD?---Frustrated

First of all..I am totally frustrated. All we want to do is make a two hour DVD in Premiere
AND HAVE IT TURNOUT GOOD..no artifacts or loss
How do we best do that? We have made m2v file..we have created ac3 files and the video looks like it is smeared or at times showing signs of 'trails' on pans...yet the timeline looks fine

Exporting to a DVD format (MPEG-2) will lose quality based on MB/sec. 2 hours on a single layer disc will have to forfeit quality (MB/sec) in order to fit on the disc. Minimum for decent quality MPEG-2 is 6-7MB/sec. Constant Bit Rate (CBR) will keep the MB/sec constant for the whole video signal and is more stable, but you will use up a lot of MBs quickly. Variable Bit Rate (VBR) adjusts the MB/sec based on guessing how much is happening in the video at every GOP section (.5-1sec of video). MPEG-2 will always look worse than DV Video. It runs at most about 1/5th that data rate (MB/sec). In Broadcast terms it can be upto 40x compressed = loss of quality.
This should be so EZ......... No it's not. Especially at 2 hours on a single layer disc. Capacity is about 1hr 20mins on a single layer disc at 7MB/sec. You need a Dual Layer disc/burner, which is what Movie Studio DVDs are on (Dual Layer).

Totally disagree! I had burned 2hrs an a half in a DVD disc and still look near identical to the raw.
If your're using PP and Encore, export the movie as avi file (PP default) and let Encore do the proper settings to fulfill the disc at optimum quality. Encore default is automatic transcode so don't worry to set anything.
