couple of problems, please help

first problem is that premiere is only letting me use the 4th audio track. I can't move the audio on the sequence between tracks, and it is always put on the 4th track. How can I move it?

The output of my videos end up being about half the screen size with black bars around it. What do i need to do to make the output video the whole screen size?

Sounds like your source video is mono audio which only goes into the 4th track. Also your video is of smaller resolution than your project settings. You can right click on the video in the timeline and choose "Scale to frame size", but that will cause the quality to dive.

You can delete the empty audio tracks and then your audio will be on track 1.
