A couple of things to be aware of:
1. Always check the minimum system requirements with Adobe on their website and readme files. In addition, check the Adobe Premier Pro support forums.
2. 5,400RPM drives are not fast enough for guaranteed video playback even for DV25. Disks should have a rotational speed of 7200 rpm or greater.
3. Some versions of AMD processors are not supported - mostly Athlon XP and MP. AMD's Turion is a cut down, lower performance version of AMD's product range and not ideally suited for video editing - HDV is a definite no-no.

Here is the link for decrapifier, its a free download: http://www.pcdecrapifier.com/ Its supposed to work with Vista, carefully review what it going to remove it can be a bit frisky, there is some strange video software included with the HP which maybe giving you a problem plus a bunch of game crap.

That's weird, I was able to complete 45minute project in PPro 2 without a problem (I just couldn't scroll bin with mousewheel... :o)) even on Vista Beta 2 almost a year ago... It works flawless on both my Athlon 64 desktop and Pentium M laptop.
Please be more specific. What is your computer configuration? Describe exactly what is wrong with Premiere - does it even install?
