It is quite likely that your footage does not have any issue. Using desktop software tools to evaluate video interlacing isn't always the most reliable method since software applications may only display a field at a time for preview on the computer desktop. If the footage appears correct on a video CRT monitor (which natively supports interlaced material), then the footage is likely fine. Additionally, you can verify field dominance in an application such as Final Cut Pro 7 via the Edit>Item Properties>Format selection. Review what is reported in the Format tab, Field Dominance. SD NTSC should have a field dominance reported of Lower (Even) and SD PAL should have a field dominance reported of Upper (Odd).
