Change Clip Proxy Transcode Setting to Multi-threaded

I have a cluster of 4 Xserves that we have FCServer use and you can watch only one processor out of the 9 available, working on transcoding the proxy files. In my web research I have read that the default Clip Proxy transcode setting does not have that little check-box for "Allow Job Segmenting" checked. I was going to make my own setting with that checked and maybe a little lower bitrate than 800k. In doing this I came up with a couple questions.
1) Where do the Transcode settings for FCServer live? I would like to just duplicate then tweak the current proxy setting, mainly relating to question #2.
2) How does the default FCServer Clip Proxy transcode setting make the frame sizes 384x216 for HD and 320x240 for SD? I made one in Compressor that was 25% of source, and it wasn't even close for either format. So I tried 50% which was closer on SD, but way off for HD. I'd like to find and use the default Clip Proxy transcode setting to keep those frame dimension parameters, since they're so cool. I can't figure out how to do that with one custom setting in Compressor, that can deal with both formats.
