Andrew Kramer effect

At the very beginning of the promo for "Designer Sound Effects" right when "A Video Copilot Production" comes on the screen a light (swoosh?) arcs around it . How is that done? I bought D.S.FX and it comes with the project file for the promo - but the swoosh isn't on it. I posted this question in the after effects forum, then recieved an e-mail saying it was moved here. I don't see it anywhere so I'll try again, sorry if I've broken any forum rules. Thanks for any help.
