Can't get clips to merge the way I want them to.

Perhaps there's an easy solution to my problem but I'm coming from FCP so I can't seem to get the same results. I've got a clip that has audio that is 11 frames out of sync. Here is how I typically fix this when in final cut pro. Drag the clip to the timeline, unlink audio from video, sync up audio to match video, select audio and video and relink then drag back into the browser which created a new synced/merged clip. Perfect. When I try these exact steps in premiere it creates a new clip but defaults right back to the original audio which is out of sync. How do I create a new merged clip with the corrected time shift.
