Removing objects frame by frame in videos with Photoshop

Hi. I have an IMac, Photoshop Elements, and Final Cut Express. Can I use Elements to remove objects, frame by frame, from videos that I make in Final Cut? If so, is it the easiest most efficient way to do this? If not can you recommend software to do this? Thanks.

Sorry, but only the extended versions of Photoshop CS3 and 4 can work with video.
To do what you want to do, Adobes AE is more suitable.
