for some reason, any hotkeys involving ctrl or shift aren't working, like ctrl + or - for zooming, or ctrl-Z for undo. This definitely inhibits my workflow. I have checked the hotkey mapping, and everything is right, set on photoshop defaults, and my ctrl and shift keys are definitely working on the keyboard, so there is no keyboard malfunction...

OK so you have confimred that the keys work in other programs just not in Photoshop.

Try to boot Photoshop, and immediately afterwards hold down the Shift Ctrl Alt keys. You will be asked to delete the prefs, click ok.

Also make sure your CS is a legal copy - as some cracked versions of Photoshop CS are widely known to not support keyboard shortcuts.
