Export Stabilize tracking data to AE

When I export Stabilize Tracking Data to After Effects using "After Effects Transform Data" --
Then I paste that info onto a layer it doesn't stabilize the layer -- then If I delete all the Anchor Point keyframes then the stabilization happens -- is this normal? What am I doing wrong??

This is normal. Use Anchor point for stabilization and the other parameters for scale, rotation and position.
