Seems there is a required framework that is not in 10.4 Engineers are working on a resolution. It seems a required library used in the building of 10.2 was not included in the 10.4 build of OS X. That library file is /usr/lib/tdl3.dylib. We are working on fixing that. You can of course in the meantime install Xcode and it will install that library file for you.
