720p, 1080i, etc. are standard across the board in terms of pixels/resolution. The only thing that may very from country to country or system to system is frame rate.

So, if I'm editing my project in 1080i or 720p and I asked a European based production crew to shoot video in either 1080 or 720 HD, the tape that I receive will not need a conversion from PAL? Or would it -- because of the 25 frame rate needing to go to 29 in North America?

If you shoot HD 1080i or 720p at 25fps, you will have a 25fps HD master.
If you want DBeta PAL copies, it's a simple downconvert out of the HD deck to a PAL DBeta deck.
If you have a North American sale of the picture, you will have two options:
1 - cross convert your 25fps HD show to 59.94HD then downconvert to DBeta 29.97 NTSC
2 - do a typical standards conversion from your PAL SD copy to SD NTSC.
It comes down to cost, your delivery medium and if you think there is future potential for other sales.
