Add Velocity envelope to all clips

Paul, JPEGS are stills. What or how are you applying movement that would then be affect by a Velocity Envelope?

OK, dead easy this. There are at least 2 options I use:

1] On Import set Still duration in Preferences.

OR . . as they are now ON the T/L

2] Select all the Stills that are in sequence, next to each other, hit "G" for Group, then hold down the Ctrl Key, go to the Front or End of the Group of Stills and drag the Front towards the End or the End towards the Front. You are now squashing the Group duration down to what you want.
