Stuttering after rendering with new video card

Hi I'm new to the forums. I've been searching for about a day now trying to figure out this problem. What I think it could be is my new video card I just got.
I just upgraded my video card from a Nvidia 9500GT to a AMD Radeon HD 6450 because I had a fan problem with my old video card. I took it in to a computer place, and they swapped it out.
The version I'm using is "Sony Vegas Pro 11"
The past two days since I got my computer back I've been trying to render a video for a video game. Whenever I try to render out a video it has a crazy stutter or "lag?" Words really can't explain so I uploaded it to my youtube page as unlisted so you can see. I cut most of the video off since its the same throught out the 12minute long video. About 14 seconds into the video behind the Camaro you can see the treeline in the background starting to move very fast til about 1:10 into the video. You could skip to 1:10 where its stutters very bad to the end of the video.
I've never change my settings with the recorded footage or Sony Vegas settings. I also reinstalled Sony vegas thinking it could be the problem but its still the same after rendering another clip.
Any help will be nice since I'm very lost right now, and pretty confused on this. If there is anymore info you need just ask because this is very strange.

Since capture card settings was limited on info. I don't know if this could help. But this is the info from one of the video clips I'm using. All my clips are the same info.

The same problem was with my system too. Sometimes it works OK, sometimes it is like in your case. Vegas is no longer a tool we could trust to have the job done. My patience is on the edge to switch to another NLE.
This is Vegas 11 hardware acceleration problem. Disable graphics card support from Options-->Preferences-->Video-->GPU acceleration of video processing. If it does not help, in the codec settings, the "encode mode" section pick "Render using CPU only".

Mindaugas Ciciunas@ Ahh thanks for the help. I first went to try turning off the "GPU acceleration of video processing" and rendered out part of the video in original post 6 times, and all videos showed no signs of stuttering. So after rendering out the hole 13 minute long video. It showed no sign of stuttering =3
Makes me happy because nowhere I search for over a day said anything to what you said.
Now I need to figure out a easier way to shorten the render process and still have it at 1080p. Because I've noticed it takes about a extra 12 minutes longer to render out a 12-13 minute long video now with this new video card. Complete time to render this was a hour and 6 minutes. Which with my old video card it took around 50 minutes.
Anyways thanks for the help and I'll come here first if I need any Sony Vegas help. Because I posted this on a few other forums to even the main Sony Vegas forums and no one knew my problem....
