how to do this 3d effect?

I just played around and you need to use Track Motion and keyframes.
Make sure that both tracks are set to 3D mode or it won't work.
Use a combination of the X or Y axis to move it left/right and the Z axis to get it from behind to in front.

Have you tried the 3D Shuffle transition FX?
