I've been working on Sony Vegas to create a 30sec commercial spot for national TV. I've completed the commercial and am now having trouble finiding specifics (even though I know that each station might have different specs) about how to submit it to a broadcasting station.

A couple things before I get into questions...
-Video setting include:
Template: HDV 720-30p (1280x720, 29.970fps)
Field Order: None (progressive scan)
Pixel format: 8-bit
Deinterlace method: Blend fields

Bare with me as I have a bunch of questions and probably would need to follow up with "How do I do it?"
-In what format should I render out the video?
-What size/ratio should the video be?
-Do I need a timecode?
-What settings should I have for sound? I have both a voiceover and background music.
-How long does the video need to be? I've noticed that some commercials online are 31 seconds.
-Do I need to do any color grading?

These are just a couple questions I've been running into but really, what I'm looking for is a step-by-step checklist of what needs to be done to submit a video to a broadcast station. I've googled a bunch of stuff with no definitive answer that is current.

You are correct and really need to ask the broadcast station what formats they accept and then come back here and ask us how to render those formats if you don't know how. They may require HDCAM tape, or BETA SP tape, or accept file formats. You need to ask the station. Your video will need to be broadcast safe for both luminence and color. Audio will probably need to have an average loudness of -24dbFS with peeks no greater than -10dbFS but you need to ask the station. They may have different levels for music and dialog. Also ask if they want bars & tone and for how long, and what levels. In general, you need to get their specs for submission.

Who is the person I should get in touch with at the broadcast station to go over all of this?

I was also thinking... Has this whole scenario (sending a commercial in for broadcast) ever been as easy as just handing someone at the station a mp4 or wmv file and let them handle it (in terms of making the file what it needs to be for broadcast)?

If the station has a web site, they usually have a section for what their submission criteria is. If they don't have one, then ask the person / department that you plan to submit the work to (i.e., you must be giving it to someone and they will be handing it to someone else who checks for conformance).

Nope. That's your responsibility. That's what a finishing editor does. If you use something to just "make it legal" you could cause all sorts of clipping that will look ugly and might cause it to be unusable for broadcast but they do have legalizers that will just clip whatever is illegal. Again, ask the station what they expect. If you want it to look the way you intended, it's best for you or a finishing editor to bring the levels and colors within legal limits and maintain the same look.

I would be very surprised if they take a file at all. Most stations are still tape based and have no idea what to do with your submission unless it's on tape.
