Two pass rendering

As a rule, should the two pass option be used on projects rendered as Main Concept MPEG2? Does it matter if you're using variable or constant bitrates? I've read a few posts on this, but I could use a little clarification. Thanks.

With CBR the two pass option really does no good, in fact the two pass option grays out if you choose CBR.

With VBR the two pass option causes the program to look at the project twice. First to see where it can most advantageously change bit rates and the second to actually do the render. A single pass VBR just makes an uneducated guess. But of course the downside is the 2 pass takes longer.

If average bitrate is hihger than 7200000 bps, CBR is the best.

If my project is under 70 min. long, I do a CBR of 8,000,000.
Anything longer and it's VBR.
If the video is of marginal quality or over 90 min., I'll do a 2-pass VBR.
