Explain this effect to me Please!

Hey peeps!, Any of you ever seen 28 days later? (of course you have). I want to know what they do to achieve that weird effect in the chase scenes and stuff where it Looks like they've taken every Other frame out, Its hard to explain, but it looks like its going really fast, but it's not... they always used it when he's running and they get those up-close shots too his face... i hope someone can understand my poor explanation haha.

Right-click a video event, select Properties and lower the Undersample Rate.
Try 0.25 for a start, play it and adjust up or down as desired.

Another trick (and I can't remember if they used it in 28 Days Later) is to shoot your fast zombies running backwards and then reverse the clip in Vegas (probably have to speed it up too): unsettlingly creepy and a super easy practical effect.
