help with sony vegas effect

iam trying too take a small clip of someone talking and have it kinda get stuck in a certain frame where it sounds like there stuttering.i was reading somewhere you might be able too use velocity,but i havent got it too work like that.

this would be the best example of what i want:

its on 1:25 of the video.also if anyone knows how too adjust the pitch of the audio on 2:23.thanks
