Place one video on track one and one on track two. Use pan and crop to resize the video on track one to the desired size. Now you will be able to see part of the video on track two. 'Copy' the event in track one. Solo track two and now you will only see the video in track two. Right click the video in track two and 'paste event attributes'. This will make both videos in 1 and 2 the same size. Unsolo track 2 and use track motion to place the videos where you want.

You can also just use Track Motion. Place one video on each track and use Track Motion to resize the videos smaller and move them anywhere on the screen that you want.
