Broadcast Colors

Please guys I need your help,
this is my first project (720p, 23,976) that gets broadcasted on satellite TV and so I have to deal with the NTSC Legal Colors and I need some help. As far as I know the NTSC legal colors are between 16-235 RGB. I am within this range, but my vector scope image looks WEIRD, there are HOLES in between !!! (see yourself)
is this a problem ???? according to my video scope image (as you can see on second and third pic) I am within the 16-235 legal color range, is this all that I have to do to avoid distortion or is there more that I have to be aware of?

First thing, if your project is geared for broadcast, you
cannot be using your PC Monitor for viewing your final output.
You need a properly configured broadcast monitor to be doing
your viewing in or at least a well tuned television.
Adjusting your colors for broadcast specs will look odd
on your pc monitor..(as you are seeing)....you need to
have an ieee firewire external preview hooked up.
You are using the histogram...Personally i often use the
vectorscope for a clearer view of making sure that all color
levels are within the legal broadcast limit.
