Well, if you really mean HD DVD and not Blu-ray then there are no HD DVD burners and they will never exist. HD DVD lost the high def war before any burners were commercially available. (there was a very small amount shipped as part of OEM systems but you couldn't just buy one)
You can make HD DVD or Blu-ray discs on standard DVD's but your time is limited to about 15-20 minutes since DVD's don't have enough room for the high bit-rates of HD. There is no reason to make HD DVD discs so I would concentrate on making Blu-ray compatible DVD if that's what you are looking to do.
Vegas Pro 8.0 can do this directly from the timeline using Tools | Burn Disc | Blu-ray Disc...

Blue-ray supports MPEG2 or AVC. Vegas Pro 8.0 has a collection of templates that all start with "Blu-ray" in the name. You'll find them under the MainConcept MPEG-2 and Sony AVC types. Just render to one of those. Because I shoot HDV 1080i on my Sony Z1, I stick with the MPEG-2 1080-60i templates but use the template that suits your HD footage.
