a basic question,

how do you slice only one of many video tracks without "locking" all the tracks but the one?

You just select only the particular event on the timeline
you want to split and where, then press 's'

do you have any idea why this works for me sometimes, and sometimes it doesn't?

If you have grouping on and have the event that you are trying to Split grouped with another event that is under the curser, all events grouped will be split unless you have "Ignore event grouping activated or you can use the U (Ungroup)

Are you 100% certain you're clicking on the individual event to select it and not a blank area on the timeline below it?
