Stagger / Low Framerate- effect

Hi guys!
I recently migrated from Liquid Chrome, so im still figuring tings out. Here's one: How do i create a stagger-effect? I guess the technical term is something like lowered framerate... Anyway - im looking for that chopped feeling.

Right click, choose Properties, and set the undersample rate is one way.
Another way to get a more extreme undersample/stagger/low frame rate look is to use Ultimate S3, as it will edit frames out of any selected event, at a user-determined value.
