How to Remove a "Hum Bar"

We had a switcher go bad during a live-to-tape production and a "hum bar" can be seen scrolling from bottom to top throughout the 2-hour video. I am now trying to make a DVD master for duplication purposes and was wondering if anyone had any ideas regarding how I could minimize the hum bar effect in post.

The bar is royal blue and purple whereas our set has a creme background in some areas and a navy blue in others. Both of the presenters are wearing dark-colored suit jackets. I'm a novice at color correction and filters, but can anyone think of a fix?
