It seems like Flash is becomming the most popular delevery method for web-based video. Can vegas 6 or 7 render to a flash (SWF) file? If not, what would be the most cost-effective way to do this without losing quality for HD web viewing?

No. You need to render to a FLV file for flash video. On2 has, by far, the best Flash video encoder and it is included in 'flash8 pro'. Short of that, you can use Riva - which is a freebie for encoding to flv. Larger files and less resolution - the same goes for sorenson, which is likewise inferior.
Any flash video PLAYER is a swf file looking for a flv file to play. Keep that in mind - two files. It is impossible to encode video directly to flv. I hope that helps.

I use "Flash Video MX" and it is a bargain at $49. It has controls that let you vary size and bitrate, telling you what size the file will be before rendering, lets you know if you are getting outide the internet range and will batch render. The best part is it WRITES THE HTML file for you. You can click or link to the html immediately, alter it to fit with your webpage. Quality is excellent.
