It isn't a plug in per se, for Final Cut Server & Engine.
What you have are 2 options:
1) Use the Compressor/Episode Pro (desktop version) plugin. This will get you a single server, or if you want to install the plugin on multiple nodes (I haven't done this), then you are running a Compressor Cluster.
Basically this approach is still using Compressor, however it is a gateway to Episode Pro (desktop application). This is necessary if you plan on using Episode based settings for proxy generating, which has it's own caveats such as incorrect Time Code and not dynamically switching to 4x3 or 16x9 based on source material.
2) Basically, you setup your Episode Engine input folder as a device in Final Cut Server. Then you set a metadata subscription that triggers a copy to the correct folder in engine. In your case this would be a flash folder.
