Standard VBV for VBR

Hello, folks,
I am a video editor who just recently purchased Telestream Episode 5.0 for compressing clients' videos in to all kinds of formats.
I am wondering what the standard is for the Video Buffer Verifier for a variable bit rate. The manual says anything below 5 seconds is considered constant, so what is the standard for variable?
Does it vary by output format? If so, what would be the standards for H.264 and MPEG-2 (most often used formats).

I wouldn't say that there is a "standard" for variable.
Rather this setting allows you to set how variable the data rate is. It is either constant, somewhat variable, or very variable. The choice is yours based on the VBV setting.
