Anybody knows how to work with 16:9 PAL -DV Video?
By opening i have the 4:3 resulution...

Canīt find help anywhere :(

pI works in square pixels only, so you need to set up your project with the right aspect ratio first.
Press ALT+P for the Project dialog box.
Change your Frame Rate to 25.
Change your Stage Size to 1024 x 576.

I know the resolution of 1024x576.
But when i import my video file its just 720x576 and doesnīt fit my stage size.
Si i canīt use any effects, because they donīt match my 16:9 footage (or i have to stretch them) ...

I think you need to resize your video to the "square pixel equivalent" size, then bring that resized video into particleIllusion, add your effects, then comp on the original footage.
