Yes, I can confirm that on this end...on my BOXX workstation (but also on my Dell laptop)
I think the titler could use some patching in CS3 as the interface has no memory of how it was last opened and some of the panel scaling is a little wonky as well.

I do think it's annoying that every time I launch the titler, the window is all out of whack; the pallets are generally way over sized, and the entire window is oddly shaped.
I readjust the pallets size and position hoping that it'll remember my settings, but the next time I launch it, they're back to some crazy preset.
Let's hope this gets fixed in a future update.
