Ultra - cannot output directshow

Ultra CS3 on Windows XP.
For some reason, Ultra cannot output to a DirectShow format file, regardless of codec used. Quicktime output works fine.
Windows Movie Maker and Premiere both work well with any codec I choose. All video formats play just fine.
I have installed new codec packs and then reverted back to the default XP codecs.
Am I at least going in the right direction chasing codecs?

What "codec pack" did you install?
