iPod (30GB) Won't Turn On and I Get a Clicking Noise

After connecting the iPod to my laptop, the Apple icon appears but it does not stay on (blinks on and off) and I hear a click. This happens even after I loaded iTunes to my laptop.
Also, iTunes does not recognize the unit even after I connect it via the USB port.
The unit has been sitting in my drawer for almost one year and has not been charged or used within that time.
1. Does this affect the unit?
2. Can this be fixed? If so, how?

The battery is likely completely dead and unable to recharge. This happens when this kind of battery sits idle for so long. It will happen to your laptop also, if you do that to it. Even if you are not using them, you need to keep charging and draining them to keep the batteries working. I have an old iPod here that I am going to give to a friend when I see him next and I have been keeping it charged and drained, even though it's been months since anything has been on this iPod.
You will need to go to an Apple Store and get it replaced. If there is not an Apple Store in your area, you will need to find an Apple Authorized service center somewhere in your area.
