Stock Footage Subscription Model

Does anyone know of a Royalty-Free Stock Footage (Video specifically) websites that operate on a Subscription model (ie. not credit purchase or individual file purchase)?

The reason being is it's very hard at my workplace to push through for approval to purchase anything, let alone spurious purchases of stock-footage. However, if I can submit to the budget office a proposal to subscribe for a set price on a yearly basis it's much easier to get approved.

Any recommendations will be gladly accepted.
