You have to have an account but that does not mean that you have to buy anything, as it doesn't cost anything to register a podcast with the Apple iTunes Store.

Interesting, because it asked for my credit card number, so I wasn't sure why it needed that if I wasn't going to buy anything and just wanted to submit RSS.
I saw someone else ask the same question elsewhere as well...

Yes, setting up an account is the price of adding to the iTunes directory.
You'll need to give them your CC number, but you won't need to buy anything. So although they'll have your info, it's still free.
They just want you to be able to buy songs from the music store if you're into that. If you're not now, you will be. Maybe just a few, not a lot, but it's sooo convenient...especially at 3am when you can't get a certain song out of your head and you realize you can just buy it for a buck.
Keep in mind, that the iTunes directory is probably the most important directory to be listed in at this time. Of all the stats I have from my various podcasts, the most hits come from various versions of iTunes.
