New to Podcasting

My boss is toying around with the idea of creating some podcasts so that some of the higher-ups can communicate what's going on with our organization to people that they don't see constantly. The issue though, is that we have people all around the U.S. and everybody is hesitant to install something like Skype on their PCs.
My boss was toying around with the idea of having the big-wigs literally phone the podcast in. I'm sure it could be done and recorded over the phone but I'm lost as to how to start researching this.

Skype could be used by only one person, and then everyone else is on the phone. The person running skype and also recording would simply do skype out and dial the others phone numbers.
As for being hesitant on using skype, its an easy install, free and just about anyone with a USB headset mic can be up and running in a few minutes.

Thank you both for such prompt replies.
The issue with Skype is that I work for a government agency and the IT people freak out whenever you even suggest something that could, possibly, violate the safety of their networks.
