Custom rendering: exactly what does Main Concept "video rendering quality" option do?

In the MainConcept MPEG rendering templates accessible through Vegas' render command, what is the interplay between the "video rendering quality" option on the project tab (choose best, good, preview or draft), and the options available on the video and advanced video tabs? Is the video rendering quality setting an idiot button that controls and overrides some of the more specific options on the two video tabs, or vice versa, or are they completely independent (if the latter, what does video rendering quality do?)?
Sorry if this is explained somewhere else, but I've checked the Vegas and Vegas Basics archives and Google and can't find anything.

I don't necessarily know all the technical aspects to the Draft, Good, Best settings but I can tell you this: If there is a lot of movement, use Best. If you are doing a talking heads shot without much movement, Good will be just fine (and quicker for the render).
The settings under advanced allow for you to tweak the results under the Draft, Preview, Good, Best options. Think of it as layers with the options under the advanced tab as dependent upon which of the 4 options you select. They do not overide, but are the starting point.

I'm not sure I follow that explanation. I think that each setting changes the bit rate, lowering it slightly for each lower setting. (ie. Best = 8mbps; Draft = 2mbps which is good vcr quality.
Question 1) I have Vegas Platinum 7 and cannot chose cbr or vbr. What is the default setting for rendering DVDA compliant MPG2?
Question 2) Does each option (draft, preview, good, best) use a different method? (ie. Best uses vbr; Good uses cbr)
Question 3) I have rendered a video segment as MPG2 in each of these settings but the file sizes are exactly the same. Do they have any effect on DVDA compliant MPG2 renders? I'm trying to fit 1:45 of video on a DVD.
Question 4) If Vegas won't allow me to alter the bit rate for renders, will DVDA do it for me? (ie. put a DV file in and let it fit to disc)
