Make video vibrate by rotating left and right like a rattlesnakes tail?

I want my video to rotate back and forth from it's center and then come to a stop, not move x/y position.

How can I recreate this?

I saw it, but thats camera shake using wiggler, which like I said is just shaking the x/y position instead of rotating the actual video a few degrees. Refer to the example again.
